Dutch housing construction could reach an important milestone in 2027. According to a new forecast, nearly 100,000 homes could be completed that year. This would be good news for home seekers and could help reduce the housing shortage over time. However, one year of high construction output does not mean that pressure on the housing market will immediately disappear. Achieving that requires sufficient new supply over many years.
Nearly 100,000 homes expected
Research agency ABF Research expects that approximately 99,700 new homes could be completed in 2027. If achieved, the Netherlands would come close to building 100,000 new homes in a single year for the first time since the early 1990s.
The forecast takes into account factors including new-build plans, issued building permits and expected population growth.
According to the researchers, housing production may decline somewhat again after 2027. Expectations for the longer term are also less certain because many factors can influence the final level of construction.
Housing shortage is declining slowly
The estimated housing shortage has now fallen from 4.8% in 2025 to 4.6% in 2026. This still means that demand for housing exceeds the available supply.
If the Netherlands were to structurally build approximately 100,000 homes per year, ABF estimates that the shortage could decline to around 2% by 2034. This level is considered to represent a more balanced housing market.
Enough plans, but implementation remains important
On paper, there are sufficient housing construction plans. Approximately 823,400 homes are planned for the period from 2026 through 2030. Plans for around 386,200 homes have already been approved by municipal councils.
However, a construction plan does not automatically mean that a home will actually be built. Permits, financing, grid congestion, nitrogen-related restrictions and local procedures can delay projects.
How does OZQUR Makelaardij view this?
At OZQUR Makelaardij, we see higher housing construction as a positive development. More homes are ultimately necessary to structurally reduce pressure on both the owner-occupied and rental markets.
At the same time, we do not expect home seekers to suddenly face a much less competitive market in the short term. The current shortage is still too large, and demand for housing remains high.
For buyers, this means that waiting for significantly lower prices is not automatically the best strategy. We prefer to look at personal financial possibilities, the local market and whether a specific property can be purchased at a responsible price.
For sellers, more new construction may create greater competition over time. Accurate valuation and a strong sales strategy will therefore become even more important.
