CPB calls for a different distribution of support in the housing market – Buying a Home, First-Time Buyers & Mortgages

The Dutch housing market continues to face a housing shortage and major differences between groups of home seekers. The Netherlands Bureau for Economic Policy Analysis (CPB) therefore proposes limiting certain forms of financial support for both buyers and tenants. According to the CPB, this could contribute to a fairer distribution of the available housing stock. However, the proposals could have significant consequences for both homeowners and tenants.

Less financial advantage for homeowners

An important part of the advice is to further limit financial benefits for homeowners. The main focus is on mortgage interest tax relief.

According to the CPB, support for homeownership can give buyers more financial room. If the housing supply remains limited at the same time, that additional spending power can ultimately contribute to higher house prices.

The planning bureau therefore argues that the government should not focus solely on helping specific groups, but above all on creating a housing market in which people can move more easily from one home to another.

Mobility in the rental market

The CPB also sees opportunities to improve the distribution of housing within the social rental sector.

Some tenants originally moved into social housing when they had a lower income, but later started earning significantly more. Nevertheless, in many cases they can continue living in the same property at a relatively low rent.

The CPB proposes applying income-dependent rent increases more frequently for higher-income households. This could make it more attractive for them to move to a private-sector rental property or to an owner-occupied home.

The aim is to make social rental housing available more quickly to households that are more financially dependent on it.

The housing shortage remains the biggest problem

According to the CPB, a larger problem lies behind these proposals: there are simply too few homes available.

When supply is limited, first-time buyers, tenants, people looking to move and homeowners compete for the same housing. Financial support for one group can then unintentionally weaken the position of another group.

Building more homes and making better use of existing housing therefore remain important for a better-functioning housing market.

How does OZQUR Makelaardij view this?

At OZQUR Makelaardij, we believe that financial schemes cannot be viewed separately from housing supply. Simply changing mortgage interest tax relief or rental prices will not solve the structural housing shortage.

For our clients, we therefore focus mainly on what changes mean in practical terms for their personal situation. For buyers, we assess not only the maximum mortgage amount, but also monthly costs and long-term financial flexibility. For sellers, we look at local demand, property value and the possible effects of changes in the market.

Policies can change, but a housing decision remains personal. That is why we believe it is important to view purchasing, selling and financing as one integrated process as much as possible.
