Housing market continues to cool: price growth slows significantly – Housing market & house prices

The Dutch housing market remains tight, but market conditions are clearly changing. The number of homes for sale is increasing, while mortgage interest rates are higher than earlier this year. ING therefore expects house prices to rise by an average of around 2.5% in 2026 and by only approximately 1% in 2027. According to OZQUR Makelaardij, this does not mean that the housing market is suddenly reversing, but it does mean that differences between cities, neighbourhoods and property types are becoming increasingly important.

More homes available for buyers

The supply of existing owner-occupied homes has increased significantly in recent years. Around 37,000 homes are currently listed for sale through NVM estate agents, compared with approximately 18,000 five years ago.

This means that buyers have more choice in some areas. As a result, the market is becoming slightly more balanced than during the extremely tight years, when buyers often had only a limited number of properties to choose from.

However, the housing shortage remains substantial. According to ING, the additional supply is still not sufficient to fully restore the balance between supply and demand.

For that reason, a broad decline in house prices is not currently expected.

Higher mortgage rates slow price growth

In addition to the larger supply of homes, mortgage interest rates are also playing an important role.

Key mortgage rates have risen by around half a percentage point since the spring. Higher interest rates generally mean that buyers can borrow less with the same income or face higher monthly mortgage payments.

This affects how much buyers are both willing and able to pay for a property.

ING therefore expects the average house price to rise by around 2.5% in 2026. For 2027, a considerably smaller increase of approximately 1% is expected.

This is a clear difference compared with recent years, when house prices could increase by almost 9% annually.

Regional differences may increase

One important consequence of the changing market is that national averages are becoming less representative of what is happening to an individual property.

In some regions, for example, the housing supply is increasing because private landlords are selling rental properties. Particularly in larger cities, many former rental homes have therefore entered the owner-occupied housing market.

In other parts of the Netherlands, ageing of the population plays a greater role. More older homeowners are selling their properties, which also increases the available supply.

ING therefore takes into account the possibility that local price declines could occur in certain areas or segments, while the average Dutch house price may still continue to rise slightly.

Homes are still selling relatively quickly

Despite the increasing supply, demand for housing remains strong.

This makes the current situation very different from periods in which a larger housing supply coincided with a sharp decline in demand.

Although buyers currently have more choice than a few years ago, supply remains limited in many regions and attractive properties are still being sold relatively quickly.

Homes in a good location, with a good level of maintenance and a favourable energy label can therefore still attract considerable interest.

How does OZQUR Makelaardij view this development?

At OZQUR Makelaardij, we increasingly see that the housing market can no longer be viewed as one single national market. An average price increase of 1% or 2.5% ultimately says relatively little about what is happening to a specific property in Eindhoven, Helmond, Veldhoven or within a particular neighbourhood.

A larger supply gives buyers more opportunity to compare properties and to assess price, maintenance and location more critically. However, this does not automatically mean that there is significant room for negotiation. Competition can still be strong for attractive and correctly priced homes.

When assisting with a purchase, we therefore assess recent transactions of comparable properties, the current supply, the condition of the property and the level of competition in the market at that specific moment. Based on this information, we determine an appropriate bidding strategy together with the buyer.

For sellers, setting the right asking price becomes even more important when supply increases. An asking price that is too high can result in a property remaining on the market for longer, while realistic positioning can help attract a sufficient number of serious buyers.

For the coming period, we therefore expect local market knowledge and an accurate property valuation to become increasingly important, both for buyers and sellers.
