Housing associations built significantly more new rental homes in 2025. The number of completed housing association properties reached its highest level since measurements began in 2012. Housing associations play a particularly important role in expanding the housing supply in urban municipalities. Nevertheless, the differences between municipalities remain significant.
More housing association homes added
In 2025, approximately 21,500 new rental homes owned by housing associations were added. This was around 2,000 more than in 2024.
Of the 69,200 new-build homes completed in 2025, approximately 31% were owned by a housing association. The remainder mainly consisted of owner-occupied homes and private rental properties.
The growth in new construction by housing associations is important because demand for affordable rental housing remains high in many municipalities. At the same time, the total stock of housing association properties is not determined by new construction alone. Sales, purchases and demolition also affect the final number of available homes.
Major differences between municipalities
Most new housing association homes in 2025 were built in Amsterdam. Nearly 2,900 homes were added there. Utrecht, Haarlemmermeer and Breda also delivered relatively large numbers of new homes for housing associations.
However, the situation varies greatly by municipality. In some places, almost all new construction consists of housing association properties, while in other municipalities hardly any or no new social rental homes were built.
We also see clear differences in our own region. In Eindhoven, approximately 31% of new construction was owned by housing associations. In Helmond, this share was 50%, while in Veldhoven it was around 16%.
Especially high levels of housing association construction in urban areas
In highly urbanised municipalities, approximately 37% of new construction consists of housing association properties. In very highly urbanised municipalities, this share is around 34%.
In less urbanised municipalities, the share is lower, at approximately 23% to 27%.
This shows that housing associations make an especially important contribution to new construction in areas where housing demand is high.
